Commercial transport operators reject suspension of ban on preaching, hawking in public transport

The Commercial Transport Operators of Ghana have rejected the government’s decision to suspend the implementation of Regulation 141 of the Road Traffic Regulations, 2026 (L.I. 2519).

In a press release dated October 9, 2026, the group said it was disappointed with the suspension and called for the immediate enforcement of the regulation.


“We maintain that L.I. 2519 Regulation 141 must be enforced with immediate effect to ensure passenger safety and comfort,” the group said.

The operators also warned that they would resist any attempt to suspend the regulation.


“We will resist any attempt to suspend it. No preaching or hawking will be allowed in our vehicles,” the statement said.

The government suspended the implementation of Regulation 141 following public debate over the provision, which prohibits preaching and hawking in public and commercial vehicles while they are in motion.


The regulation provides for a fine of between 10 and 50 penalty units, imprisonment for up to eight months, or both.

The Commercial Transport Operators of Ghana said it remained committed to enforcing the provision in its vehicles.



The statement was signed by National Chairman Asonaba Nana Owiredu and National PRO Yaw Barimah. It also carried the name of Charles Danso of the Ghana Committed Association.
