The Minister for Health, Kwabena Mintah Akandoh, says government has prioritized 35 Agenda 111 health projects for completion under the first phase of its implementation programme. The Minister cited limited financial resources as the reason for the phased approach.

Speaking in Parliament on Tuesday June 16, 2026, the Minister said the decision followed the completion of audits, assessments, and stakeholder consultations on the Agenda 111 programme. According to him, the consultations recommended that, government completes and operationalize the projects in phases, rather than spread resources thinly across numerous sites simultaneously.

“The consensus from these consultations is that, the ministry should initiate the completion of the projects in phases. The phased approach is intended to ensure that the limited resources are used efficiently to complete and operationalize projects rather than spreading resources too thinly across too many sites,” he said.

Mr. Akandoh explained that, the Ministry of Health had developed a strategic implementation plan based on the findings of the consultations and remains committed to ensuring that all Agenda 111 projects are completed in accordance with the plan.

He noted that, in the current phase, 35 projects have been selected for completion, while others which were not captured in the first phase would be considered in subsequent phases as funds become available.

“The government has prioritized 35 of these projects. The Yunyoo Mo District Hospital project will, however, be considered in a subsequent phase of the implementation programme,” he emphasized.

The Minister made the remarks in response to questions from Members of Parliament seeking updates on the status of several Agenda 111 projects, including the Yunyoo Mo District Hospital in the North East Region and the Agenda 111 hospital project in the Bantama Constituency.

Addressing concerns about the Bantama project, Mr. Akandoh stated that although it is one of the Agenda 111 facilities, it has not been included in the current phase of implementation despite earlier expectations that it would be completed in 2024.

“Currently, the hospital is not captured under phase one of the project. It will, however, be considered in the subsequent phases of the implementation programme,” he said.

Some Members of Parliament pressed the Minister to provide specific completion dates for projects not included in the first phase, arguing that residents in affected constituencies continue to face healthcare challenges and deserve clear timelines.

In response, Mr. Akandoh reiterated that government’s immediate focus is on the 35 prioritized projects and that the remaining facilities would be addressed in due course based on available funding.

“At this time, the government has prioritized 35 projects, and the subsequent ones will be considered in due course,” he stressed.
