Rent Controller orders temporary freeze on student hostel fee increases ahead of 2026/2027 academic year

Office of the Rent Commissioner and the Rent Control Department have directed all private student hostel operators to immediately suspend any planned increases in accommodation fees ahead of the 2026/2027 academic year.


The directive, issued in a press statement dated May 19, 2026 and signed by Acting Rent Commissioner and Head of the Rent Control Department, Frederick Opoku, places a temporary hold on all intended or proposed fee increments across private hostels within and around tertiary institutions nationwide, with effect from the date of the statement until further notice.


The move comes in response to growing public concern over the persistent and steep hikes in student hostel accommodation fees, which the department described as an urgent matter due to the economic burden placed on students, parents, and guardians.


"The situation, if not properly regulated and managed, may adversely affect access to accommodation and the general welfare of students pursuing higher education," the statement warned.

Beyond the freeze, the Rent Commissioner has invited all relevant stakeholders, including private hostel owners, facility managers, operators, student representative bodies, and tertiary institution authorities  to a stakeholder engagement meeting to collectively deliberate on sustainable, fair, and lawful measures regarding hostel pricing and standards.


The engagement meeting is expected to serve as a platform to discuss concerns about fee increments, review compliance with existing rent regulations and consumer protection provisions, explore practical solutions to ensure affordability and fairness, and promote transparency and accountability within the student hostel accommodation sector.


The department strongly urged all stakeholders to attend and cooperate fully with the directive, stressing that compliance is in the interest of students, parents, educational institutions, and national development.


The Office of the Rent Commissioner reaffirmed its commitment to ensuring fairness, transparency, and responsible regulation within Ghana's rental and accommodation sector.
